The Barometer combines a country-level view, with in-depth thematic analysis to support research and action.
Data policies and practices are transforming almost every aspect of modern life. The Barometer explores data in context through a number of thematic modules, looking at the connection between specific data governance, availability and use practices.
We are working with thematic partners to develop these modules, and are sharing our work here.
Pillars
The Barometer is organised around four pillars: data governance, data capabilities, data availability, and data use and impact.

Cross-cutting issues
The Barometer seeks to address a number of cross-cutting issues through dedicated indicators, and common data elements within other indicators. Cross-cutting issues we will focus on include: sustainable development, data for development, openness, inclusion, gender and diversity, and emerging AI practices.

Governance and capability are core components of the Barometer that have been developed as standalone modules, containing a series of primary indicators designed to provide a country-wide assessment of two of the most critical issue areas related to the development of an effective data ecosystem:

The overall selection of thematic modules for this pilot edition of the Barometer has been based on the desire to cover a range of government functions and a range of sustainable development goals, as well as to benefit from the expertise of partners who are contributing to the in-depth thematic modules.
